City Council Approves Employment Agreement with Adam Pfenning to Serve as City of Rio Vista’s Fire Chief

RIO VISTA – On Tuesday, April 16, 2024, at a regular City Council meeting, City Council approved an employment agreement with Adam Pfenning to serve as the City’s new Fire Chief. 

The Fire Chief position had been vacant since the departure of Jeff Armstrong in July 2023, at which time Adam Pfenning was appointed Interim Fire Chief.  The City entered into an agreement with Bob Murray & Associates in August 2023 to begin an executive search for a Fire Chief. Mr. Pfenning was among the finalists and was ultimately selected by City Manager Kristina Miller as the top candidate.

Chief Pfenning graduated from California State University, Sacramento with a Bachelor of Science degree in Fire Management. In 2003, he began his fire service career as Engineer for Wilton Fire Protection District and was quickly promoted to Captain. Since then, before joining Rio Vista Fire Department, Adam served Thornton as Firefighter/Apparatus Operator for two years and then Tulare County as Captain for 16 years.

In the Interim Fire Chief position over the past several months, Chief Pfenning has demonstrated leadership and dedication to the Rio Vista community. His strong commitment to collaboration and working together as a team was a noticeable asset identified by the City Manager and Department Heads.
