One-Time Grants for Small Businesses Affected by the COVID-19 Pandemic

In response to the COVID-19 pandemic, the City of Rio Vista is pleased to announce the Business Assistance Program will be accepting applications beginning September 22, 2023.  If eligible, assistance will be provided as a one-time grant from Community Development Block Grants-Coronavirus Housing Community Development funds awarded to the City.

Grant details:

  • One-time grant, from $10,000 to $25,000
  • Funds must be used for
    • Operating capital
      • Payroll, insurance, lease/mortgage payments, inventory, marketing, accounting, and/or supplies
  • Payment only provided for actual incurred costs
    • Business must provide receipts of costs
  • Application period opens: September 22, 2023

To be eligible for a grant, your business must meet the following requirements:

  • Be a for-profit business
  • Been in operation prior to March 2020
  • Demonstrate economic impact from COVID-19 pandemic
    • Proof of loss of income (as demonstrated in 2019 & 2020 tax returns)
    • Attest that loss was a result of COVID-19 pandemic by describing how  your business was impacted by COVID-19 and attach any supporting documentation, if available, such as higher costs as a result of the pandemic, including rising costs of fuel, natural gas, food, healthcare, childcare or additional costs for masks and disinfection.
  • Create/hold permanent jobs for low- to moderate-income (LMI) persons
    • Annual income <$64,050 (<80% AMI)
    • Employee does not have to be resident of Rio Vista
    • Job should not require more than 12 months of formal training/education
  • Business must be physically located within Rio Vista city limits
  • Possess a valid City of Rio Vista business license as of date of application
  • Employ no more than 25 full-time equivalent employees
  • Employ at least one W-2 employee
  • City must receive all required documentation including completed application
